The Regional Peace and Order Council – National Capital Region (RPOC-NCR) is mandated to formulate plans and monitor the implementation of programs for peace and order and assess the prevailing situations related to public safety. It is composed of 55 members both from the public and private sectors. 

As the Council is responsible for the creation of policies to promote safe and secure communities, it continues to create avenues for the convergence of stakeholders to address concerns on public safety. As a recommendatory body to the National Peace and Order Council (NPOC), RPOC-NCR is mandated to:

  • Formulate plans and recommend measures that will improve or enhance peace and order and public safety in their respective areas of responsibility;
  • Monitor the implementation of peace and order programs and projects at the provincial, city, or municipal levels and the operation of Civilian Volunteer Self-Defense Organizations and scug other counter-insurgency programs and activities;
  • Make periodic assessments of the prevailing peace and order situation in their respective areas of responsibility and submit a report thereon with recommendations to the Chairman of the National Peace and Order Council; and
  • Perform all other functions assigned by law, the President, or the National Peace and Order Council.  

Executive Order No. 773, s. 2009 calls for a further reorganization of the Peace and Order Council. Every Region, Province, City, and Municipality in the country is mandated to create a Peace and Order Council (POC). 

EO 773 lays down the composition of the National Peace and Order Council (NPOC), Regional Peace and Order Council (RPOC), Provincial Peace and Order Council (PPOC), and the City or Municipal Peace and Order Council (CPOC or MPOC) as well as their responsibilities, duties, and functions. 

Included also in the EO are the duties and responsibilities of the NPOC Secretariat and the establishment of the Regional Internal Security Operations (ISO) Coordinating Center under the RPOC.

As provided under the Local Government Code of 1991, Executive Order No. 773, s. 2009 and DILG Memorandum Circular No. 2019-143, the Council shall:

  1. Convene quarterly, or as often as necessary;
  1. Adopt the following resolutions:
  1. A resolution on the composition of the RPOC immediately after the appointment of the new Chairperson, and in the event that there is any change in the composition thereof;
  2. A resolution on the creation of Special Action Committees, as may be necessary;
  3. An annual resolution on the schedule of quarterly meetings;
  4. A resolution on the composition of the RPOC Secretariat;
  5. A resolution on the designation and location of the Regional Security Operations (ISO) Coordinating Center; and
  6. Such other resolutions may be necessary.
  1. Invite other concerned agencies which are not included in EO 773, s.2009 to join or participate in RPOC meetings and/or activities, as may be necessary;
  1. Provide a forum for interdisciplinary dialogue and deliberation of major issues and concerns affecting peace and order and public safety within their respective areas of jurisdiction;
  1. Recommend strategic direction or activities  aimed at promoting, improving, or enhancing peace and order and public safety measures, including anti-insurgency measures within their respective areas of jurisdictions;
  1. Recommend measures to converge and orchestrate internal security operations efforts of civil authorities and agencies, military, and police;
  1. Formulate and adopt an effective mechanism for the coordination, cooperation, and consultation involving the local executives, citizenry, and law enforcement agencies under R.A. 6975, as amended, in the adoption of the Community and Service-Oriented Policing (CSOP) System;
  1. Apply moral suasion to and/or recommend sanctions against local chief executives who are giving material and political support to the insurgents;
  1. Create Special Action Committees (SACs),  as may be necessary, to prevent or address issues or incidents on peace and order and public safety;
  2. Serve as the convergence mechanism to support the Enhanced Local Integration Program (E-CLIP) Committee in its implementation at the local level;
  1. Support the implementation of Ending Local Communist Armed Conflict (ELCAC) initiatives;
  1. Monitor the functionality of C/M Peace and Order Councils (POCs) through the annual conduct of POC performance audits, the implementation of the LGU POPS plan, and reporting in the POPS-PCMS;
  1. Provide regular staff and financial assistance from the Office of the RPOC Chairperson to support the RPOC Secretariat; and
  1. Perform such other functions as may be directed by law, the NPOC Chairperson, or the President.
