The Regional Peace and Order Council-National Capital Region (RPOC-NCR) held its Second Quarter Full Council Meeting presided over by San Juan City Mayor and RPOC-NCR Chairperson Francisco Javier Zamora. With the National Capital Region Police Office (NCRPO) as host, the meeting was held on June 20, 2023, at the NCRPO Headquarters in Camp Bagong Diwa, Taguig City.
The Full Council Meeting was attended by the RPOC-NCR Executive Committee, represented by: RPOC-NCR Vice-Chairperson NCRPO Regional Director PMGen Edgar Alan O Okubo, RPOC-NCR Head Secretariat DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, RPOC-NCR Co-Vice Chairperson represented by Joint Task Force (JTF-NCR) Deputy Commander Col Romel P Recinto, Bureau of Fire Protection (BFP)-NCR Regional Director FCSupt Narum B Tarroza, and Philippine Drug Enforcement Agency (PDEA)-NCR Regional Director Emerson Rosales, CESE. Taguig City Mayor Maria Laarni L. Cayetano, Malabon City Mayor Hon. Jeannie N. Sandoval, and heads and representatives of RPOC-NCR member agencies were also present to raise and address issues and concerns from the Council.
With major events, such as the State of the Nation Address, the Palarong Pambansa 2023 and the FIBA Basketball World Cup 2023, and the Barangay and Sangguniang Kabataan Elections (BSKE) coming up soon, the discussions covered NCRPO’s preparations being undertaken to maintain peace and order during the conduct of these events.
Also discussed during the meeting were the council’s recommendations for the National Police Commission (NAPOLCOM)-NCR’s Regional Appellate Board (RAB) membership. Leading the discussions were NAPOLCOM-NCR Assistant Regional Director Ferdinand R. Quirante and 5th Division RAB Chairperson, Atty. Marie Ramonette Z. Cabuso-Gutierrez. The RAB exercises jurisdiction over administrative cases filed against policemen and renders decisions on claims for police benefits.
One of the key proposals put forward by RPOC-NCR Chairperson Zamora was the establishment and institutionalization of a mechanism for Philippine Reservists recruitment through the NCR Local Government Units (LGUs). The crafting of the qualifying criteria and related processes and procedures to operationalize the proposal was presented by JTF-NCR Deputy Commander Col. Romel P Recinto.
The presentation of reports by the RPOC-NCR Special Action Committees followed, with LGOO VII Raymond De Asis expounding on the role of LGUs in the Enhanced-Comprehensive Local Integration Program (E-CLIP) and Amnesty Program implementation. He also gave updates on the BIDA program and planned activities going forward.
FCSupt Nahum B Tarroza briefed the body on the conduct of fire safety inspections in NCR as well as actions taken on fire incidents that occurred in the second quarter. In addition, joint inspections are to be conducted on public buildings and heritage sites in the near future.
For his part, PDEA-NCR Regional Director Emerson R. Rosales provided updates on the ongoing Barangay Drug Clearing Program. Lastly, LGOO VI Abigayle C Baligod presented the salient points from the previous NPOC-RPOC Cluster Meeting.
The meeting concluded with the approval of RPOC-NCR full council resolutions supporting the efforts and initiatives presented by the council members.#
