City of San Juan Mayor and RPOC-NCR Chairperson Francisco Javier M. Zamora is a well-rounded person who has excelled and succeeded in all his undertakings.

He obtained his Bachelor’s Degree in Psychology from Dela Salle University, a Master’s Degree in Public Administration from the National College of Public Administration and Governance (NCPAG) at the University of the Philippines, and completed a business and entrepreneurship program at Harvard University.

His being an athlete since high school, he played basketball for Dela Salle University in the University Athletics Association of the Philippines (UAAP), a renowned collegiate sports league in the Philippines, has empowered him to play with strength, discipline, teamwork, honesty, integrity and leadership, in every role he is given.

Following the footsteps of his father, one of the longest-serving Congressmen in the Philippines, Hon. Ronnie Zamora, Mayor Francis had his first stint in politics in 2007 when he was elected as councilor at the age of 29. Three years later, he was elected as Vice Mayor and has served for two terms.

In 2019, he won the mayoralty post and has since been one of the most recognized and acclaimed local chief executives in the country for efficient local administration and governance. A Recipient of various prestigious awards, San Juan City, under the helm of Mayor Francis Zamora, has now been recognized and more popularly known as Makabagong San Juan (A better and more progressive San Juan).

His unprecedented accomplishments and achievements as San Juan City Mayor coupled with his skills, competence, hard work and compassion to serve, earned the trust of his colleagues to unanimously elect him as President of the Metro Manila Council and as concurrent Vice Chairman of the Regional Development Council.

In 2023, Mayor Francis Zamora was appointed as the Chairperson of the RPOC-NCR by no less than President Ferdinand Marcos Jr.
